Oleg Popenko, head of the Utility Consumers Union, stated that the government's move suggests potential illegal billing practices by the monopoly provider, Kyivteploenergo. He emphasized that 90% of the capital's apartment buildings have building-level meters, which calls the very need for recalculations into serious question. This situation highlights a recurring tension between Ukrainian utility monopolies and the households they serve.
Popenko also pointed to the inaction of the State Consumer Protection Service, which he says reports being unable to verify charges in 99% of cases. He expressed further concern that courts rule in favor of the monopoly provider 99% of the time. According to Popenko, one of the most common billing schemes involves manipulating the heated area of a building, where the figure on the bill differs significantly from the area listed in the housing office's technical documentation. He has called on the prosecutor's office to investigate, asking a fundamental question: why are recalculations needed at all if consumers have meters? This comes as residents also face a separate 60% increase in electricity tariffs, adding significant financial strain on families and making scrutiny of Kyivteploenergo's actions even more urgent.
