Pike Fishing Moratorium in Kyiv and the Surrounding Region

According to Главком: A ban on catching pike will be in effect across Kyiv and the Kyiv region from February 15 to March 31, 2026. This seasonal closure is a conservation measure timed to protect the fish during its critical pre-spawning and spawning period, which is vital for population recovery. Pike begin to spawn when water temperatures reach 3-5 °C. The species plays a key ecological role by helping to control populations of smaller and weaker fish, thereby maintaining the health of aquatic ecosystems. Such seasonal fishing bans are common in many countries to protect vulnerable species during their reproductive cycles.

Penalties for Violating the Ban

Violating this prohibition can lead to administrative or criminal charges. Under current legislation, minor infractions may result in a warning or a fine ranging from 34 to 170 Ukrainian hryvnias (UAH). For more serious offenses, fines from 340 to 680 UAH are stipulated, accompanied by the confiscation of fishing gear and any illegally caught fish. In cases of criminal liability, penalties can be severe, with fines potentially reaching from 17,000 to 85,000 UAH, or a sentence of restricted or full imprisonment for up to three years.

The State Environmental Inspectorate of the Capital District emphasizes that fish are most vulnerable to capture during spawning, and illegal fishing at this time can severely hinder population recovery. Beyond fines, offenders are obligated to pay compensation for each illegally caught pike. The mandated compensation rate is 3,468 UAH per fish, as established by Cabinet of Ministers of Ukraine Decree No. 1042. It is also important to note that a separate ban on fishing in wintering pits remains in effect until the general spring-summer spawning prohibition begins.

Implementing this pike fishing ban in the Kyiv region aims not only to preserve the species but also to sustain the balance of local aquatic ecosystems. The substantial fines and mandatory compensation payments are intended to act as a strong deterrent against poaching. Adherence to the moratorium will support the replenishment of fish stocks and contribute to the long-term improvement of Ukraine's fishery resources.
