According to Главком: Volodymyr Zelenskyy, Ukraine's president, will attend an informal European Council session in person on April 23, held in Cyprus. Initially, he was scheduled to join via video link. European Council President António Costa confirmed Zelenskyy’s physical presence. The gathering of leaders from the EU’s 27 member states will take place in Nicosia and Ayia Napa as part of Cyprus’s presidency of the Council of the European Union.

Zelenskyy is set to speak on the evening of April 23, just before a working dinner. During his remarks, he will address the current situation on the front lines and the need for continued military aid. Other key topics for discussion include:
- Europe’s response to the escalating crisis in the Middle East;
- the conflict involving Iran;
- preparations for the Multiannual Financial Framework (EU budget) covering 2028–2034.
Zelenskyy has expressed readiness to meet with Russian President Vladimir Putin, with Turkish President Recep Tayyip Erdoğan and former U.S. President Donald Trump also present. He emphasized that the fastest way to halt hostilities would be for both sides to freeze the conflict along the current front line, followed by a shift to diplomatic negotiations. The Ukrainian leader reiterated that Russia’s unwillingness to end the war remains the core obstacle. He added that Ukraine is open to talks at any time and any location, except in Russia or Belarus.
