He stated Ukraine's willingness to discuss economic incentives, but only under the strict condition that the country's sovereignty is preserved without political concessions. Zelenskyy identified a primary obstacle to the plan: the Russian Federation's demand for the withdrawal of Ukrainian troops from Donetsk Oblast.
These remarks were made during a closed-door briefing for journalists, which also included U.S. Secretary of State Marco Rubio. Rubio similarly noted that the territorial status of Donbas remains a key hurdle to reaching a peace agreement between Ukraine and Russia. The President added that even if a deal for a free economic zone is reached, Ukraine would require fair and reliable rules ensuring equal conditions for both sides.

The United States, for its part, is reportedly interested in finalizing a peace process by the start of summer 2026.
