According to Главком: During the Bucharest Nine summit in Romania, Ukrainian President Volodymyr Zelenskyy called on allied nations to establish realistic security guarantees through a coalition of willing partners. The summit, held in Bucharest, began on May 13 with Zelenskyy and First Lady Olena Zelenska in attendance. In his speech, he stressed the need to form such a coalition to pave the way for peace, stating:

The Bucharest Nine format was established in 2015 in response to Russia’s initial aggression against Ukraine. This group brings together nine NATO member states from Central and Eastern Europe:

Ahead of the meeting, Zelenskyy confirmed he had held consultations with European national security advisors, during which the formation of an anti-ballistic missile coalition was discussed.
