Housing Voucher Program for Veterans and IDPs: 4,500 Approved, Payments Begin in 2026
Housing Support for Veterans and Displaced Persons
According to ХВИЛЯ: A national housing support program is now active for Ukrainian veterans and internally displaced persons (IDPs). To date, authorities have received over 28,000 applications for housing vouchers. Special commissions, of which there are approximately 1,200, have already approved 4,500 applications, demonstrating significant progress. The first voucher payments are scheduled to commence at the end of February 2026.
Program Focus and Current Outcomes
This initial phase of the program prioritizes internally displaced persons from temporarily occupied territories who hold combatant status or have a war-related disability. The highest number of applications have been recorded in the following regions:
- Dnipropetrovsk
- Zaporizhzhia
- Kyiv
- City of Kyiv
Application numbers in these areas range from 2,000 to 4,000. However, roughly 5% of all applications cannot yet be processed due to the absence of local review commissions in some communities.
All submitted applications have undergone verification by the Ministry of Finance. An application can be denied for two primary reasons:
- if the applicant is ineligible for the program;
- if fraudulent information is discovered in the documentation.
A new component of the program, 'eRenewal', provides vouchers worth up to 2 million Ukrainian hryvnias. These funds can be used to purchase existing housing, invest in new construction, or pay the down payment on a mortgage. This initiative is part of broader efforts to address the severe housing shortage caused by the ongoing war.
Currently, it is critical for local self-government bodies to establish the necessary commissions. As Natalia Kozlovska noted:
“Back in late September 2025, the Ministry of Development appealed to all communities with a requirement to form their commissions in advance. Currently, about 5% of all applications cannot be reviewed precisely because some communities lack these commissions. It is vital for local self-government bodies to approach their formation responsibly, as they are the key link in the program's operation.”
Communities that have demonstrated the most efficient processing of applications include Sumy, Poltava, Cherkasy, and Vinnytsia regions. The housing support program is designed to improve living conditions for veterans and displaced persons, representing a crucial step in providing social support for these groups.
This housing program is a significant state effort to resolve accommodation issues for affected populations amidst the prolonged war and its consequences. The emphasis on timely local commission formation underscores the necessity for active participation by municipal authorities in implementing social initiatives.
