Changing the TCC at will: a lawyer explained if it is legal
In the conditions of martial law and active mobilization, many conscripted citizens want to change their Territorial Recruitment Center (TCC) to another one due to shorter queues or faster processing of documents.
"Current legislation does not provide the possibility to 'transfer' to another TCC at one's own request, reasoning this by convenience or queues." - noted lawyer Olena Khomenko.
The military registration is conducted only at the registered or declared place of residence, which means that the only legal basis for changing the TCC is a change of residence.
Currently, there is a Unified State Register of Conscripts, Military Personnel, and Reservists (USRCP) for accounting conscripted citizens, which simplifies the procedure for changing the TCC, as removal from military registration occurs automatically.
According to the lawyer's advice, to legally change the TCC, one must first declare or register a new place of residence, and then submit an application for military registration to the nearest TCC.
Ukrainian conscripts who wish to change their Territorial Recruitment Center to another can only do so by changing their place of residence - such a procedure is provided by law. It not only simplifies the process of changing the TCC but also significantly reduces queues and speeds up the processing of documents. Lawyers emphasize the importance of complying with all legal requirements for a legal change of TCC, recommending first changing the place of residence and submitting the appropriate application for military registration.
