Expert Warnings Based on Past Failures
Oleh Popenko, an expert in housing and communal services, highlighted the failures of past attempts to implement similar technologies. He cited a specific example at 16 Bazhana Avenue, where an investment of one million euros between 2016 and 2018 yielded no tangible results.
“Since that time, they have not generated a single kilowatt of electricity,” stated Oleh Popenko.
He further emphasized that approximately one billion hryvnias spent on a municipal co-financing program also failed to deliver the expected outcomes.
Given this unsuccessful track record, experts are urging a more thorough analysis of new projects. While installing solar panels on multi-apartment buildings could be a forward-thinking step, it is crucial to learn from past mistakes to avoid repeating failures.
