According to Главком: Since the start of the full-scale invasion, cultural institutions in Ukraine's Dnipropetrovsk region have been systematically moving valuable items to safer locations. To date, approximately 35,000 unique museum pieces have been evacuated. The operation unfolded in multiple phases, with collections transferred both within the region and to western parts of Ukraine.

According to reports, 103 cultural facilities across 23 communities in Dnipropetrovsk Oblast have sustained damage. These include libraries, theaters, and community centers. Among the affected institutions are:

  • Dnipro Art Museum
  • House of Organ and Chamber Music
  • Palace of Students

The southern districts of the region face particularly dire conditions due to relentless shelling and drone attacks by enemy forces. As Iryna Hrytsai noted,

“A total of 103 cultural infrastructure objects in 23 territorial communities have been damaged.”

Government actions and legal framework

At the national level, the Cabinet of Ministers has approved a procedure for evacuating museum collections during martial law. This process is mandatory for territories located within 50 kilometers of the front line, as well as for areas listed on the official combat operations roster. Additionally, a draft law on evacuating cultural heritage from frontline regions is currently under review in the Verkhovna Rada.

The Ministry of Culture has prepared a document based on an analysis of evacuation practices over recent years. Mykyta Poturaiev commented:

“We are concerned about the preservation of museum collections during the war. Some exhibits are already in western Ukraine. Safe storage locations exist in Dnipropetrovsk region as well, but they must meet specific requirements.”
