State Youth Housing Construction Fund

According to ХВИЛЯ: In its 25th selection round, the State Youth Housing Construction Fund (Derzhmolodzhytlo) has chosen 425 internally displaced persons (IDPs) to receive subsidized mortgages under its 'Housing for IDPs' program. This initiative, crucial for providing stability to those displaced by conflict, received its first tranche of €7.5 million from the International Organization for Migration (IOM) on March 10, 2026, as part of a larger €33 million agreement.

The program operates as a revolving fund, where repaid loan amounts are recycled to support new participants. This mechanism means the already secured funding will provide for approximately 250 additional subsidized mortgages. Total international financing secured for the program now exceeds €125 million, demonstrating strong collaboration with global partners.

To ensure a transparent and fair selection process, candidates were chosen using the RandomPicker.com service and a random number generator, with international partners overseeing the verification of results. The regions with the highest number of selected candidates are:

  • Kyiv and Kyiv Oblast – 223 participants
  • Odesa Oblast – 41 participants
  • Dnipropetrovsk Oblast – 22 participants
  • Cherkasy Oblast – 21 participants
  • Lviv, Bukovyna, and Poltava regions also featured among the leaders

Loan Terms

The loan terms feature a 3% annual interest rate and a repayment period of up to 30 years. The standard housing area is set at 52.5 m² for a two-person family, with an additional 21 m² for each subsequent family member. Participants are permitted to purchase housing in any secure area of Ukraine that is not an active combat zone or temporarily occupied territory.

This subsidized mortgage program plays a vital role in providing long-term housing solutions for people facing severe hardship due to war. The combination of international funding and a transparent selection process enhances public trust and the program's overall effectiveness, representing a significant step toward social stability in Ukraine amidst ongoing challenges.

For instance, the affordable mortgage program has already enabled 24,000 Ukrainian families to secure homes, highlighting the urgent demand for such programs in the current climate of displacement.
