After Controversy Over 17 Hryvnia Eggs, Prices for Ukrainian Military Drop to 7 Hryvnia
Key Challenges in Ukraine’s Military Procurement System
According to Главком: The head of the State Audit Service, Alla Basalaeva, has disclosed that eggs supplied to the Armed Forces of Ukraine now cost between 5 and 7 hryvnia each, depending on the grade. This marks a significant drop from earlier inflated prices. However, she also highlighted persistent issues in military procurement, including substandard food products, delivery delays, and price markups caused by intermediary vendors.
Specifically, Basalaeva noted that purchasing food through private entrepreneurs acting as middlemen led to an extra 109 million hryvnia in costs. In 2023, the Ministry of Defense was buying eggs at 17 hryvnia per unit, while the retail price was only 7 hryvnia.
“But the 17-hryvnia eggs are no more,” she remarked, pointing to improvements in this area.
Procurement Monitoring and Major Issues Identified
Every year, the State Audit Service conducts roughly 11,000 procurement monitoring procedures, making it the largest state financial control operation in Ukraine.
“All problematic procurements are either flagged by the risk-indicator system developed by the World Bank, or we use our own risk-based approach to respond to potential violations in a timely manner,” she added.
The main problems in the procurement sector include:
- breaches of contract terms;
- late delivery of goods;
- reliance on intermediaries instead of purchasing directly from producers;
- inflated costs during the contracting phase.
Basalaeva also addressed the scandal involving body armor purchases that failed to meet Ministry of Defense standards. “In the case of the body armor, we reacted to the problem-the purchase did not meet the Ministry of Defense requirements: the product quality was not verified. Therefore, the State Audit Service demanded that the customer terminate the contract,” she reported.
It is worth noting that between March and May 2026, 7.3 billion hryvnia were returned to the state budget. This figure demonstrates the active role of the State Audit Service in overseeing how budget funds are spent on military procurements.
The situation with military procurement in Ukraine underscores the critical need for proper oversight and transparency in supply chains. The issues raised by the head of the State Audit Service point to a need for refined procurement mechanisms to prevent price gouging and improve the quality of supplies for the Armed Forces. Restoring trust in the procurement system is essential for the effectiveness of military support amid the ongoing armed conflict.
While the recent reduction in egg prices for the Ukrainian military indicates progress, it also highlights broader issues within the procurement system. The audits of defense contracts have revealed significant financial recoveries for the state budget, underscoring the need for continued oversight and reform in military purchasing practices.
