Anti-Corruption Strategy for 2026–2030
According to НАЗК: A revised draft of Ukraine’s Anti-Corruption Strategy covering 2026–2030 has received a recommendation for first-reading approval from the Verkhovna Rada Committee on Anti-Corruption Policy. Developed in cooperation with the National Agency on Corruption Prevention (NACP), this version emerged from the consolidation of three alternative legislative proposals. Its updated provisions align with the European Commission’s Rule of Law Roadmap and interim key performance indicators. This step marks a critical milestone in Ukraine’s ongoing efforts to strengthen governance and meet EU integration benchmarks.
Key Provisions of the Strategy
The refined draft introduces new measures for identifying, tracing, and managing assets derived from corruption and other crimes, along with significant revisions to sections on justice and financial guarantees for the judiciary. It also enhances policies on taxation and customs, which are vital for ensuring the state’s fiscal stability. Additionally, the strategy now incorporates anti-corruption concerns in forestry-a strategically important sector-and updates the subsection on education and science, underscoring their role in developing Ukraine’s human and innovation capital.
Preparation of the document involved 26 studies with input from over 130 experts, leading to the identification of more than 140 issues and the formulation of over 400 expected strategic outcomes. The strategy’s adoption is essential for meeting Ukraine’s international commitments under the Ukraine Facility and the Rule of Law Roadmap, highlighting its significance for advancing the country’s anti-corruption policy.
This strategy could mark a major advance in Ukraine’s fight against corruption by providing concrete mechanisms for managing criminally obtained assets and emphasizing the need for reforms in the judiciary and financial sectors. Given Ukraine’s international obligations, its implementation may enhance the country’s global reputation and attract greater investment.
As Ukraine advances its anti-corruption agenda, the recent government endorsement of the anti-corruption framework for the next decade highlights the urgency of implementing effective measures.
