Anti-Corruption Strategy Through 2030 Gets Government Approval in Ukraine
Communications Strategy Gets the Green Light
According to НАЗК: Ukraine's government has officially endorsed a Communications Strategy for Preventing and Combating Corruption, set to run until 2030, along with an accompanying operational action plan valid through 2028. The initiative aims to bridge the gap between how citizens perceive corruption and their actual encounters with it. Survey data shows that 79% of Ukrainians view corruption as a major national issue, while only 19% report having direct personal experience with it.
Operational Plan and Key Initiatives
The operational plan includes launching public awareness and educational campaigns, building an information-analytics platform that will serve as a public dashboard, and creating interactive tools such as training simulators and quizzes focused on practical anti-corruption mechanisms. Monitoring of the media landscape is also part of the strategy to counter disinformation narratives.
'Our goal is to move beyond simply informing people about anti-corruption efforts and instead equip citizens with practical skills to use anti-corruption tools.' Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention (NAZK)
The government's new initiatives are designed to:
- strengthen anti-corruption measures in line with Ukraine's European integration goals;
- promote state services and initiatives that have a tangible anti-corruption impact;
- enhance the role and expertise of officials responsible for preventing and detecting corruption.
Approval of this communications strategy underscores the high priority Ukraine places on fighting corruption, reflecting widespread public concern on the matter. Successful implementation of the operational plan could mark a significant step toward improving state-citizen relations and boosting trust in public institutions. Effective anti-corruption efforts may also help improve Ukraine's investment climate, a key factor for the country's economic growth.
In light of the government's recent approval of a comprehensive anti-corruption communications strategy, it is essential to consider how these initiatives align with the upcoming plans for the 2026–2030 period. The new strategy from Ukraine's Anti-Corruption Agency aims to build on current efforts and further enhance the country's approach to combating corruption, ensuring a more integrated and effective framework for the future.
