Judgment Against Former Head of Ukraine's State Fiscal Service

According to НАБУ: Ukraine's Higher Anti-Corruption Court (HACC) has upheld the original six-year prison sentence for Roman Nasirov, the former head of the State Fiscal Service. Nasirov was found guilty under Part 2 of Article 364 of the Criminal Code of Ukraine for abuse of power. In addition to the prison term, he was fined 17,000 hryvnias and banned from holding specific public offices for three years. This case is a prominent test of Ukraine's specialized anti-corruption judiciary, which was established with international support.

The court's appellate panel partially granted the defense's appeals, amending the verdict by excluding the testimony of one witness. The court also counted Nasirov's time in pre-trial detention toward his total sentence. However, in all other respects, the original HACC verdict from October 31, 2025, remains unchanged.

Ruling on Former Department Head of the Fiscal Service

Separately, the HACC Appellate Panel acquitted a former department head of the State Fiscal Service of charges under Part 5 of Article 27 and Part 2 of Article 364 of the Criminal Code. The decision regarding this former official was also left unchanged. The appellate ruling takes legal effect immediately upon announcement, though it can be appealed to the Supreme Court of Ukraine through a cassation appeal within three months.

This final ruling represents a significant milestone in Ukraine's ongoing anti-corruption efforts, demonstrating that high-ranking officials can be held accountable for misconduct. The court's decision underscores the judiciary's role in upholding the rule of law, even as the country continues its broader institutional reforms.

As Ukraine's judiciary continues to confront corruption at high levels, recent rulings highlight the complexities of accountability. In a related case, a lawmaker's sentence was notably reduced despite a significant bribery attempt, illustrating the varied outcomes in the fight against corruption.
