Japan's Evolving Security and Energy Posture

According to ХВИЛЯ: In response to the global crisis in the Middle East, Japan is reassessing its core security and energy policies. The nation is building up its oil reserves, which now stand at a 254-day supply-a larger stockpile than China's. However, Japan faces significant challenges in storing natural gas, where the cost of holding one billion cubic meters reaches one billion dollars. This strategic stockpiling reflects Japan's vulnerability to energy supply disruptions.

Lifting the Ban on Lethal Arms Exports

Japan is gradually dismantling its long-standing taboo on exporting lethal weaponry. A key focus is on missiles for the Patriot air defense system, manufactured by Mitsubishi Heavy Industries and Kawasaki Heavy Industries. Former Ukrainian Ambassador to Turkey and Japan, Sergiy Korsunsky, indicated that Japan could ramp up missile production, though a final decision on exports is still pending. This potential policy shift marks a historic departure from Japan's post-war pacifist constraints.

“Japan is one of the few countries that produces Patriots under U.S. license. They have the capacity to increase this production,” stated Sergiy Korsunsky.

Korsunsky also noted that Japan has historically produced missiles solely for its Self-Defense Forces. “They can scale up production, and this presents no major problem for Mitsubishi Heavy Industries or Kawasaki Heavy Industry. But it requires a market and a licensing approval mechanism,” he explained.

Furthermore, the recent visit to Japan by the Foreign Minister of the United Arab Emirates may signal interest in Japanese defense products, according to Korsunsky. “I saw reports that the UAE Foreign Minister was in Japan. I wondered: why would he make such an urgent trip?” he remarked, hinting at potential negotiations.

Thus, Japan continues to adapt its foreign policy and energy strategy to meet the complex global challenges of the modern world. These developments underscore Japan's critical reassessment of its defense posture, which could significantly impact regional security and economic stability. Faced with growing global threats, the nation seeks to strengthen its position, potentially leading to new strategic alliances and economic agreements, particularly with Middle Eastern countries. Simultaneously, any decision on arms exports will require careful scrutiny and control at both domestic and international levels.
