Will there be electronic summons in 'Reserve+''

The Ministry of Defense of Ukraine denied the information about the supposed launch of electronic summons through the app 'Reserve+' starting from April 1. The agency stated that such messages are not true. This is reported by RBK-Ukraine citing the Ministry of Defense.

Electronic summons Reserve+: what the Ministry of Defense says

The Ministry of Defense emphasized that the concept of 'electronic summons' is not present in Ukrainian legislation at all. Accordingly, no state body has the authority to form or send such documents in digital form.

The agency clarified that the 'Reserve+' app does not have the function of sending summons and is not even developing it.

The main purpose of the service:

  • updating personal data of conscripts

  • access to current information

  • simplifying interactions with government agencies.

The Ministry of Defense emphasized that the messages about 'electronic summonses' are either a misunderstanding or a deliberate distortion of information. Citizens are urged to trust only official sources.

Summons in Ukraine 2026: how they are currently delivered

The spread of rumors about electronic summonses intensified after media reports about possible changes in mobilization procedures.

In particular, it was previously reported that summonses might be sent to the electronic cabinet in 'Reserve+' and considered delivered automatically. However, this information has not been confirmed.

Currently, another mechanism for remote delivery is officially in place:

  • sending summons by mail through 'Ukrposhta'

  • personal delivery with a signature.

The possibility of sending summonses through the 'Diia' app was also discussed in the public space. In particular, MP Yuliya Yatsyk stated that this option could be considered within the reform of territorial recruitment centers.

However, as of now, no decisions regarding electronic summonses have been made at the legislative level.

It should be noted that from September 1, 2025, for second-year students of higher education institutions, the BZVP course has become mandatory.
