Ukrainian Authorities Uncover 'Paper-Only' Conscription Fraud Ring
Illegal Conscription Scheme Exposed in Ukraine
According to Главком: Ukraine's State Bureau of Investigations (DBR), working with the National Police, has uncovered a criminal scheme to illegally avoid military service. A member of a local territorial defense volunteer unit was involved in identifying men wanted by the Territorial Recruitment Centers (TCC) and offering them a way out. For a fee of $13,000, the suspect promised to arrange for conscription into a rear support unit without the individual ever having to actually serve.
In one instance, the intermediary received an initial payment of $1,000, followed by a further $12,000. After the full amount was transferred and a recommendation letter was provided, law enforcement officers detained the suspect. He has been formally notified of suspicion for aiding and abetting a public official in obtaining an unlawful benefit, under Part 5 of Article 27 and Part 3 of Article 368 of Ukraine's Criminal Code. The charges carry a potential penalty of up to 10 years in prison with confiscation of property.
A Systemic Problem of Fraudulent Mobilization
As the DBR stated,
"For this money, he promised to provide a recommendation letter that would allow individuals to avoid TCC inspections and detentions. Even if a person was eventually brought to a district TCC, the letter would enable them to be formally registered for service in a designated unit where their service would exist only on paper."
This case highlights the severe nature of the offense and its potential consequences. The DBR's recent arrests, including the head of the State Employment Service in Khmelnytskyi region and a private entrepreneur, point to a systemic issue of illegal mobilization fraud within Ukraine. This ongoing problem requires continued investigation and oversight by law enforcement agencies.
The exposure of this scheme underscores a serious threat to Ukraine's mobilization efforts during wartime, which could significantly impact national defense.
