According to Федоров: The State Logistics Operator (SLO) has initiated an open tender on the Prozorro platform to purchase 5,000 pickup trucks for the Armed Forces of Ukraine. This marks the largest single state order of such vehicles ever directed to the military. These trucks are intended to enhance logistics, evacuation capabilities, unit mobility, and drone crew operations. The procurement will be conducted in multiple stages through framework agreements, with initial deliveries expected by the end of the year.

Earlier, SLO completed its largest competitive tender for 155 mm long-range artillery shells, achieving cost savings of over 16%. This effort is part of a broader push to build a fast and transparent defense procurement system in Ukraine.

“Following the President’s directive, we are building a modern, rapid, and transparent defense procurement system,” said SLO representatives.

A top priority for the organization is shifting procurement toward competitive procedures wherever feasible and secure. SLO officials stressed the importance of clear rules, supplier competition, minimizing corruption, and making efficient use of public funds.

Looking ahead, SLO plans to expand tender procedures across defense acquisitions. “Summer will mark the transition to tender-based procurement in defense spending,” the organization stated. The next step will involve applying competitive bidding to drone purchases, reflecting a systematic approach to strengthening Ukraine’s defense forces and respecting military needs.

“Our task now is to scale this experience within the Ministry of Defense and build a procurement system that responds quickly to front-line demands while operating without corruption risks,” SLO emphasized.
