Former Deputy Minister of Energy Detained for Scheme with Russian Capital
The Kyiv City Prosecutor's Office, together with the Security Service of Ukraine in Kyiv and the Kyiv region, has detained the former acting first vice-president of the State Enterprise "NAEK "Energoatom", who is a former first deputy minister of energy of Ukraine. He is being prepared for a notice of suspicion under part 5 of Article 191 of the Criminal Code of Ukraine (acquisition of someone else's property by abuse of power by an official, committed in particularly large amounts, by prior conspiracy of a group of persons).
During the investigation, it was established that the accused signed an insurance contract with the Public Joint-Stock Company "Prosto-Strakhuvannia" for 105.642 million UAH, and 12 days later raised the contract amount to 130.925 million UAH without any justification. Thus, the amount was inflated by 18.6 million UAH, which was withdrawn from the strategic enterprise.
State funds are not a source of enrichment. No one has the right to turn strategic state enterprises into personal businesses.
During the investigation, a chain of affiliated companies leading to the Russian financial sector was discovered. The owner of the Public Joint-Stock Company "Prosto-Strakhuvannia" is the Cypriot LAVIDIA LIMITED with almost 100% of the share capital, raising national security questions.
Ownership Chain
Among the scheme's participants are citizens of the Russian Federation, indicating the concealment of ultimate beneficiaries through foreign jurisdictions and shell companies. The conditions of war intensify the danger of such connections with Russian capital in strategically important areas.
This is not just corruption.
Documents are being prepared for the selection of a preventive measure. The investigation continues.
Conclusion: A former high-ranking official of Energoatom is suspected of acquiring someone else's property through the conclusion of scheme insurance contracts. The investigation revealed connections with the Russian financial sector and a threat to national security.
