According to Главком: A day of mourning has been declared in Dnipro for April 24, honoring those killed in Russian attacks on April 16 and 23. Mayor Borys Filatov issued the proclamation. Over the past week, Russian forces have claimed the lives of eight civilians in the city. The nighttime assault on April 23 alone killed at least three people and left ten others wounded.
Attacks on the City
In the early hours of April 23, Russian terrorists targeted Dnipro with drone strikes. In one central apartment building, floors six through nine of a single stairwell were completely destroyed. The attack also damaged the exhibition center of the Ukrainian Artists' Union and a musical instrument store. Across the city, damage was recorded at four locations, with at least 13 buildings affected and more than 500 windows shattered.

In response, the national flags of Ukraine will be flown at half-mast on city council buildings, municipal enterprises, and other public institutions. Entertainment events, concerts, and the broadcast of cheerful music in public spaces are banned for the day.
