Hungary Must Enact Reforms to Unlock €35 Billion in EU Funds

According to Главком: The European Union has made the release of approximately €35 billion in funds for Hungary conditional upon the implementation of specific reforms. The EU has presented a list of 27 mandatory conditions to new Prime Minister Péter Magyar, who leads the opposition Tisza party. These conditions must be fulfilled before the financing can be accessed. This move underscores the EU's ongoing concerns about democratic backsliding in some member states.

Of this total, nearly €18 billion is frozen due to violations of the rule of law, corruption risks, and issues with judicial independence. A further €17 billion consists of preferential loans. Separately, Hungary is incurring a daily fine of €1 million for failing to comply with European Court rulings on its migration policy, with total penalties nearing €900 million.

Engagement with the European Commission

The European Commission has initiated immediate engagement with Péter Magyar. Ursula von der Leyen, President of the European Commission, stated:

“We will start working with the new government as soon as possible to achieve rapid and long overdue progress for the benefit of the Hungarian people.”

She added,

“There is still a lot of work ahead for Hungary to return to the European path.”

Budapest is expected to take concrete steps, including unblocking €90 billion in aid for Ukraine and lifting its veto on new sanctions against Russia. The 27 requirements Hungary must meet include:

• Anti-corruption reforms
• Changes to the judicial system
• Renewal of leadership in state institutions
• Reversal of Orbán-era decisions concerning refugee policy and restrictions on academic freedom

Péter Magyar has pledged to restore a system of checks and balances, join the European Public Prosecutor's Office, and establish an anti-corruption body. These measures could represent significant steps toward resolving existing issues and improving cooperation with the European Union.
