According to Главком: Prosecutors have charged Serhiy Savchuk, head of the State Geocadastre in Bukovyna, with illicit enrichment. Investigators allege that the official and his family acquired assets exceeding UAH 38 million-far beyond what his legitimate earnings could support. Between 2021 and the present, Savchuk and his relatives declared a combined income of roughly UAH 6.5 million.
Case Details
According to case materials, the family’s newly obtained assets cannot be justified by their reported income. Specifically, the investigation points to:
- four land plots at a ski resort in the village of Myhove, valued at approximately UAH 5.6 million;
- two cottages within a hotel and recreation complex in the same location, estimated at around UAH 7.5 million;
- a two-story house with a swimming pool on the outskirts of Chernivtsi, covering nearly 300 square meters and worth about UAH 25 million.
The property is registered under the names of Savchuk’s ex-wife and mother. The charge falls under Article 368-5, Part 3 of the Ukrainian Criminal Code. A court has set bail at UAH 2.6 million. If convicted, Savchuk faces a prison sentence of 5 to 10 years.
This case unfolds amid Ukraine’s broader anti-corruption drive. The Cabinet of Ministers has approved a draft law titled 'Principles of State Anti-Corruption Policy for 2026–2030.' Surveys show that the share of Ukrainians reporting personal experience with corruption dropped sharply from 67.8% in 2008 to 18.2% in 2025.
'According to the investigation, the official and his family declared about UAH 6.5 million in income since 2021. Yet during this period, they acquired assets totaling over UAH 38 million, the lawful origin of which cannot be confirmed by their reported earnings,' the State Bureau of Investigation stated.
The charges against Serhiy Savchuk and his family highlight the importance of anti-corruption efforts in Ukraine, especially as new legislative initiatives aim to improve the situation in this area. This case also underscores systemic challenges the country faces in fighting corruption and the need for stronger oversight of officials' assets. Investigations like this one could be a key step toward restoring public trust in state institutions.
