Engineer Accused of Misusing Public Funds in Roof Repair Case

According to Главком: The Shevchenkivskyi District Prosecutor's Office in Kyiv has sent an indictment to court against a construction supervision engineer. He is charged with aiding the misappropriation of budget money and official forgery. According to case materials, the incidents occurred during major roof repairs at a building of the Bogomolets National Medical University in 2021. The resulting losses to the state budget exceed 2 million Ukrainian hryvnias.

The accused engineer signed completion certificates that contained deliberately false information about the scope and cost of the work performed. Investigators found that he never visited the site and did not actually verify the work. The documents he signed served as the basis for payment for partially uncompleted work. According to the Kyiv City Prosecutor's Office, 'the documents he signed became the grounds for paying for work that was only partially completed. The total confirmed damages to the state budget amount to over 2 million UAH.'

Criminal Charges and Related Cases

The engineer's actions are classified under Part 5 of Article 27, Part 5 of Article 191, and Part 2 of Article 366 of the Criminal Code of Ukraine. It is also worth noting that in April 2026, an indictment was sent to court against the head of the contracting company, who was accused of embezzling university funds and official forgery. The pre-trial investigation was conducted by investigators from the Shevchenkivskyi Police Department of the Main National Police Directorate in Kyiv.

Additionally, the Pechersk District Prosecutor's Office in Kyiv has notified a former vice-rector of a capital city university of suspicion of criminal negligence. The university had received funding to improve the energy efficiency of its buildings as part of the nationwide 'Higher Education of Ukraine' project. The official signed a completion certificate stating that the construction company had fully fulfilled its contractual obligations.

This case highlights the critical need for oversight in the use of public funds, especially in state education projects. The uncovered violations could have serious consequences not only for the accused but also for the reputation of public institutions.
