Heating Fee Reductions in Kyiv

According to Главком: Residents of Kyiv have received automatic reductions on their January 2026 heating bills from Euro-Rekonstruktsia LLC. The recalculation was carried out automatically due to the emergency situation caused by massive strikes on the city's energy infrastructure. These adjustments were made possible under Ukrainian Cabinet of Ministers resolutions No. 118 of January 30, 2026, and No. 683 of May 20, 2026. This move aims to ease the financial burden on households during a period of severe energy disruption.

Heating charges were applied during the inter-heating season. A state-level emergency was declared in Kyiv in January and February 2026 following the widespread attacks on energy facilities. No fees were charged for periods when heating was completely unavailable. Where heating was supplied but deviated from standard parameters, a reduction coefficient was applied to lower the cost.

Calculation Process and Restoration of Darnytska CHP

For the calculations, actual service delivery data for each building was used. Managers of apartment buildings submitted monthly reports on periods without heating. Oleksandr Taranenko, a company representative, stated:

“The recalculation was done automatically – consumers do not need to contact the company or submit additional applications.”

He also emphasized that the calculations relied on real data regarding service provision in every building.

The Darnytska combined heat and power (CHP) plant in Kyiv was damaged in an attack on February 3, 2026, leading to the draining of water from heating systems in buildings supplied by the plant. This CHP plant provided heat to over 1,100 high-rise buildings. Restoring its equipment and systems will take at least two months, provided there are no further strikes. Euro-Rekonstruktsia LLC is carrying out the restoration work at the Darnytska CHP using its own funds and resources, without drawing from the city budget.

Reducing heating fees is a key measure to support Kyiv residents amid the challenging energy situation caused by the attacks. Automating the recalculation process reduces the administrative burden on consumers and ensures a swift response to changes in service delivery. Meanwhile, restoring the Darnytska CHP remains critical for the stability of the capital's energy supply.
