According to Главком: An internal commission has been established at Taras Shevchenko National University of Kyiv to investigate allegations linked to former rector Volodymyr Bugrov, other staff members, and the so-called “Room 105” affair. The order to form the panel was signed on May 14, 2026, by acting rector Valeriy Kopiyka. This move follows serious accusations-including claims of sexual relationships with students and young female employees-that surfaced on anonymous Telegram channels and various online platforms.
On April 29, Ukraine’s Ministry of Education and Science dismissed Bugrov upon the expiration of his contract. Bugrov, who had led the university since 2021, has confirmed his intention to run for rector again. However, his tenure has sparked widespread controversy. The National Agency on Corruption Prevention identified nearly 900,000 hryvnias worth of violations in his asset declarations. Additionally, the Shevchenkivskyi District Court of Kyiv found him guilty of failing to declare his son’s car, which he had used.
Student Protests and Upcoming Elections
On April 1, the university’s student parliament announced a protest against Bugrov, reflecting growing discontent among the student body. The competition for the rector position was opened on March 2, 2026, with the election vote scheduled for October 27, as per a Ministry of Education directive issued on May 11, 2026. For now, Valeriy Kopiyka continues to serve as acting rector.
Bugrov has dismissed the allegations as a
“targeted information-psychological campaign run using Soviet KGB methods.”
