Shared Values and Practical Experience: Ukraine's Constitutional Court Strengthens International Ties

According to Конституційний суд: On July 14, 2026, the Constitutional Court of Ukraine (CCU) hosted a meeting with the Czech Republic's Ambassador to Ukraine, Luboš Veselý, and the OSCE Chairmanship's Special Representative and Project Coordinator in Ukraine, Petr Mareš. The meeting included acting CCU President Oleksandr Petryshyn and CCU justices Oleksandr Vodiannikov, Viktor Horodovenko, Viktor Kychun, and Oksana Hryshchuk. Discussions highlighted a partnership that has been ongoing since 1998, which has evolved into a systematic and substantive collaboration.

During the session, participants reviewed outcomes from study visits by CCU justices and Secretariat staff to the Czech Republic's Constitutional Court in February 2026. These visits, organized with support from the OSCE Support Program for Ukraine, marked a significant step in advancing professional judicial dialogue.

“Professional dialogue between courts deepens our shared understanding of the foundational values of European legal civilization-human dignity, freedom, democracy, and the rule of law,” stated Oleksandr Petryshyn.

The parties also highlighted successes in joint projects, notably the launch of an AI assistant within the NALUS case-law database in Ukrainian. This tool, designed as a key resource for Ukrainian legal professionals, provides access to Czech constitutional jurisprudence and is expected to help refine the legislative framework governing Ukraine's Constitutional Court.

In May 2026, an adapted version of the Czech disciplinary procedure model was presented during parliamentary discussions, representing another tangible outcome of bilateral cooperation.

“Institutional dialogue between courts is already translating into concrete, practical results,” emphasized the meeting participants.

Despite the challenges Ukraine faces, the Constitutional Court continues its mission to protect constitutional human rights and freedoms as well as democratic principles. “Even under wartime conditions, the Constitutional Court of Ukraine does not suspend its mission,” court representatives affirmed. Attendees agreed to pursue further project collaboration under the OSCE Support Program for Ukraine, signaling a commitment to continued work in areas vital to the development of the legal system.

This meeting underscores the crucial role of international cooperation for Ukraine amid its ongoing challenges.
