Health Minister Lyashko Unveils Ukraine’s Medical Transformation Roadmap Through 2030
National Forum 'Healthy Ukraine 2030'
According to Міністерство Здоров'я: Ukraine’s Health Minister Viktor Lyashko has outlined a comprehensive plan to overhaul the nation’s healthcare system by 2030, addressing critical challenges such as war damage, demographic shifts, the rise of non-communicable diseases, and deeper integration with European health frameworks. His remarks came at the opening of the National Forum 'Healthy Ukraine 2030: Strategy, Partnership, European Horizon' in Uzhhorod.
According to the minister, Ukraine accounts for nearly 40% of all documented attacks on healthcare infrastructure worldwide. Since the full-scale war began, over 2,500 medical facilities have been damaged, with more than 330 completely destroyed. Additionally, over 650 emergency medical vehicles have been damaged or destroyed. The country is also experiencing its lowest birth rate on record, and nine out of ten deaths are linked to non-communicable diseases.
Key Achievements and Future Plans
The forum highlighted that approximately 80% of Ukrainians now have a family doctor. In 2026, the capitation rate for primary care is set to increase by 19%. More than 5 million residents in rural and front-line communities have gained improved access to medical services. Under the 'Health Screening 40+' program, over 750,000 people have applied for funding to undergo screenings, with more than 100,000 already examined.
Ukraine has already implemented 92 European Union legal acts in the healthcare sector, with plans to adopt an additional 213 EU acts by 2027. The creation of a Ukrainian Pharmaceutical Agency, operating under EU standards, was also announced. Medical facilities have already received:
- 235 CT scanners,
- 42 MRI machines,
- 50 angiographic systems,
- 21 linear accelerators for cancer treatment.
Currently, more than 200 infrastructure projects are underway across Ukraine, with a total value exceeding 30 billion hryvnias. The forum was organized by Ukraine’s Ministry of Health and the WHO Country Office in Ukraine, with support from the European Union and the Belgian development agency Enabel. A panel discussion titled 'Ukraine’s Integration into the European Health Space: Challenges and Prospects' addressed capacity building, workforce development, digitalization, investment, and the adoption of new healthcare technologies.
The National Forum 'Healthy Ukraine 2030' reflects Ukraine’s strategic approach to healthcare reform, taking into account the modern challenges the country faces amid war and social change.
