The Ministry of Defense has submitted a draft law for the TCC: what will change in the work of military recruitment offices
Draft law No. 14320 in the Verkhovna Rada
According to ХВИЛЯ: A draft law No. 14320 has been registered in the Verkhovna Rada, initiated by the Ministry of Defense of Ukraine. The aim of this draft law is to eliminate bureaucratic problems that arose after the administrative reform of 2020. It is important to note that the draft law does not foresee the opening of new recruitment centers.
Management problems of military committees
Management problems in military committees have arisen due to the combination of administrative reform and wartime conditions. In particular, heads of separate departments do not have the status of legal entities, which significantly restricts their powers. Departments cannot independently issue mobilization orders, complicating the staffing process. Furthermore, they are prohibited from signing certificates for social guarantees or arranging armor, and they do not have the right to issue fines for violations of accounting.
In particular, documents requiring signatures or seals must be transported to the district center, which also complicates the work of departments. Oleksandr Fedienko noted that this draft law is a logical response to the cascading management problems that arose due to the combination of administrative reform and wartime conditions.
The draft law aims to simplify procedures in the work of military committees, which, in turn, may have a positive impact on mobilization processes in Ukraine.
The importance of this draft law lies in the fact that it has the potential to improve the timeliness and effectiveness of the work of military committees, which is critically important in the ongoing war conditions. Removing bureaucratic barriers may contribute to a quicker response to mobilization needs and management of military resources, which in turn will affect the overall defense capability of the country.
