Ukraine's Defense Ministry Broadens Mobilization Deferral for Parents with Multiple Children
New Feature in the 'Reserve+' Application
According to ХВИЛЯ: The Ukrainian Ministry of Defense has launched a beta test for an updated feature in its 'Reserve+' app, which allows parents with three or more children to apply for a deferral from military mobilization. This policy change now extends eligibility to all such parents, regardless of whether all children are from the same marriage, removing a previous restriction. This update is part of ongoing adjustments to Ukraine's mobilization system during the war with Russia.
The new update eliminates limitations based on marital status, and the system will account for all children under the age of 18. A key requirement for obtaining the deferral remains the absence of outstanding child support debt. To enforce this, the system will automatically cross-check data with the Unified Debtor Register. If the debt exceeds the sum of payments for three months, the deferral will be denied.
Conditions for Participating in the Test
Children covered by the deferral must have been born in Ukraine. The application process for the deferral takes from a few minutes to several hours. Initially, the service will only be available to users on the beta-tester list. After testing concludes, the function will become available to all eligible parents with multiple children.

Conditions for participating in the testing include:
- Having three or more children under 18 (regardless of marital status),
- Not currently holding an active deferral,
- Having no child support debts,
- Having correctly entered personal data (full name, tax number) in state registries.
The introduction of this new function in the 'Reserve+' app is a significant step in supporting large families in Ukraine, as it removes barriers to obtaining a mobilization deferral. The update also reflects the government's aim to adapt the system to modern societal realities by acknowledging diverse family structures. Following the beta test, the new feature is expected to become widely available, potentially easing access to this form of state support for many families.
