The Ministry of Finance transferred UAH 16.9 billion to communities: what the funds will be used for

Funds in community accounts have increased
Міністерство фінансів направило 16,9 мільярда гривень на підтримку місцевих громад: на що витратять ці кошти.

In October 2025, the Ministry of Finance, in accordance with budget legislation, ensured the transfer of inter-budget transfers to the general fund of local budgets in the amount of UAH 16.9 billion.

This is 100% of the funds provided from the state budget for October, including:

  • the basic subsidy transferred in the amount of UAH 2.1 billion (100%);
  • additional subsidies transferred in the amount of UAH 1 billion (100%).

The balances of funds in the accounts of local budgets and budget institutions as of November 1, 2025, amount to UAH 169.8 billion, which is UAH 49.2 billion more than as of the beginning of 2025.

'Due to these resources, local self-government bodies continue to have the opportunity to ensure financing of priority needs at the local level,' the Ministry of Finance noted.

According to the Ministry of Community and Territorial Development, urban communities in the capital region will receive more than UAH 730 million in funding to complete restoration projects. This concerns the Kyiv Regional Military Administration, Bucha and Irpin urban communities.

'The relevant decision was made at the meeting of the Cabinet of Ministers of Ukraine on November 5. The funds will be directed to the Ministry of Community and Territorial Development from the Fund for Liquidation of the Consequences of Armed Aggression, the balances of which were formed as of January 1, 2025,' the agency noted.

The received resources will allow the completion of 30 projects, including: 21 residential buildings, 6 educational institutions, 2 civil protection structures and 1 health care object.

In October 2025, the Ministry of Finance successfully carried out the transfer of inter-budget transfers to local budgets, ensuring their financial stability. Moreover, cities in the capital region will receive significant funds to complete important infrastructure projects, which will help improve the living conditions of local residents.
