Ukraine Expands Automated Traffic Enforcement System

According to ХВИЛЯ: The Ministry of Internal Affairs of Ukraine is planning a major expansion of its automated camera enforcement system. This upgrade will allow authorities to monitor not just speeding, but a wider range of traffic violations. The number of cameras is set to increase by thousands, and they will begin recording offenses such as illegal parking, improper crossing of intersections, and other road infractions.

This move represents a significant shift in Ukraine's approach to road safety, moving beyond speed traps to comprehensive automated monitoring. Recently, 37 new cameras were activated, partially installed at intersections in the cities of Brovary, Bila Tserkva, Vinnytsia, Chornomorsk, and Chernihiv. Previously, cameras were primarily located on highways and monitored only speed limits. However, full implementation of the new system requires legislative changes. Under current rules, a fine for illegal parking must be issued by an officer in person, but the Ministry of Internal Affairs plans to remove this requirement from the traffic regulations.

Fines and New Capabilities

The fine for each recorded violation at an intersection will be 540 hryvnias. Notices of violations will be sent to the driver's electronic cabinet or via the Diia app. As noted by the author of the AutoTema channel:

'Cameras will be installed not only to record speed, but also to capture other traffic violations - such as illegal parking and incorrect crossing of intersections.'

He also adds that 'soon you can expect cameras at every intersection, at every parking lot, everywhere.' This step by Ukraine's Ministry of Internal Affairs aims to improve control over compliance with traffic rules and enhance safety on the roads.

The expansion of the automated enforcement system could substantially change the approach to traffic control in Ukraine, as automation will reduce the human factor in issuing fines. However, a crucial stage in implementing these changes remains the legislative initiatives that must be passed to legalize the new rules. This may spark debates regarding drivers' rights and the system's overall effectiveness.
