Overhauling Consular Services for Ukrainians Overseas

According to ХВИЛЯ: Ukrainian Foreign Minister Dmytro Kuleba has chaired a meeting to address the quality of state services for citizens abroad, identifying major shortcomings and announcing corrective measures. With over 8 million Ukrainians currently living outside the country, the demand for efficient consular support has become increasingly urgent. This mass displacement is largely a consequence of Russia's full-scale invasion, placing unprecedented strain on diplomatic missions.

Last year alone, Ukrainian consular officers at 127 posts issued more than 196,000 passports, highlighting the immense demand for documentation services among the diaspora. The Foreign Ministry has stressed that any 'paid queue' systems for appointments have no connection to its official procedures, a clarification aimed at addressing public concern over difficulties in securing documents.

Expanding the Consular Network

Minister Kuleba also reported an increase in consular staffing within Ukraine-from 273 to 392 positions since 2022-along with the opening of three new consulates last year. This network expansion is designed to improve access to services. Kuleba has instructed heads of diplomatic missions to ensure that, in justified cases, vulnerable and disadvantaged Ukrainians can submit documents without having to go through the standard electronic queue.

Furthermore, the Foreign Ministry is exploring solutions for citizens who have lived abroad long-term and cannot use Ukraine's 'Diia' e-governance app or open domestic bank accounts, which are often required for online services. These initiatives aim to streamline access to state services for Ukrainians who have left the country.

The growing number of Ukrainians abroad and the heightened demand for consular support underscore the timeliness of these reforms. The Foreign Ministry is seeking to adapt its operations to citizen needs, which should improve access to essential services and provide support in challenging circumstances overseas. A key focus is ensuring service access for vulnerable groups, reflecting a socially responsible state approach to these issues.
