From October 2, 2025, updated rules for the provision of telecommunications services come into force in Ukraine, which provide mobile operators with real tools to combat spam. The changes were made with the support of telecom companies and were approved by the resolution of the Cabinet of Ministers dated June 25, 2025, No. 761.

The updated version of the Rules for the Provision and Receipt of Electronic Communications Services introduces a clear classification of telephone calls. According to the new rules, calls are divided into two types: unproductive and commercial. Unproductive calls are those that lead to ineffective use of network resources and negatively affect its operation. Commercial calls are allowed only if there is a contract with the operator for sending advertisements or confirming identity. Operators have been provided with means to block spam numbers. From now on, a subscriber can complain about a spam call, and the operator will be able to block the spammer's number. There is also the possibility of disabling content services through a personal account, as well as special protection for individuals in combat zones. Another important improvement has been the indication of the actual internet speed in contracts and the possibility to contact the National Commission for Electronic Communications or the court in case of violation of these terms. Minister of Digital Transformation Mykhailo Fedorov emphasized that the new rules create clear and transparent conditions for operators and consumers, allowing to combat spam and intrusive advertising. The implementation of the new rules will be phased to give operators time to adjust blocking and call filtering systems. The new rules for telecommunications services in Ukraine include more opportunities to combat spam, clear classification of calls, and protection for consumers. The implementation of these changes will be carried out in stages so that operators can adapt their systems to new requirements.
