Starting from 2025, new insurance rules will come into effect in Ukraine. Now every driver must have an insurance policy, and the police can check it during a stop. The fine for not having a policy will be 425 UAH or 850 UAH if not paid within 15 days. Additionally, uninsured drivers must compensate the damages to those affected in an accident.

Along with administrative penalties, uninsured drivers must also compensate the damages to those affected in case of an accident. The compensation amounts can be significant, and the legislation will not protect the perpetrator in this case.

In 2026, a transition to an electronic insurance system is planned, where all policies will be electronic and will be automatically checked through a unified database.

Changes for certain categories of the population

Special conditions for combatants and people with disabilities have changed. Now they are not exempt from insurance but will receive a 50% discount on the policy, which can only be issued by a beneficiary.

Cars with foreign license plates will continue to use the 'Green Card' policy, and nothing will change for them.

Starting from 2025, new mandatory insurance rules will be in effect in Ukraine, which have tightened the requirements for drivers and established fines for the absence of an insurance policy. In the event of an accident, uninsured drivers will have to compensate the damages to those affected, and a complete transition to electronic policies is planned for 2026.
