According to Главком: Serhiy Kyslytsya, First Deputy Head of the Office of the President of Ukraine, has drawn a direct link between India's diplomatic outreach to Russia and Moscow's heavy missile attacks on Ukraine. He highlighted Indian Prime Minister Narendra Modi's visit to Moscow, where he met with Russian President Vladimir Putin, as well as a meeting between Russian Foreign Minister Sergey Lavrov and Indian officials in New Delhi. Notably, on July 8, 2024-the same day Modi was in Moscow-Russia launched a missile strike on Kyiv that damaged the Okhmatdyt children's hospital. Similarly, during Lavrov's visit to New Delhi, Russia carried out one of its most intense combined drone and missile barrages against Ukraine.

Kyslytsya noted that while India officially maintains a neutral position regarding Russia's aggression against Ukraine, it remains one of the largest buyers of Russian oil. By early 2026, India's oil purchases had significantly declined following pressure from the United States. In December 2025, Putin made his first visit to India since the start of the full-scale invasion, during which both sides agreed to expand trade and defense cooperation and aim for bilateral trade of $100 billion by 2030.
