New Rules for 'eYasla' Childcare Payments Published

According to Пенсії (RSS): The official framework for providing the 'eYasla' child-care benefit to mothers working full time has been announced. Monthly payments will start the month following a child's first birthday and continue until the child turns three years old, including that final month. This is specified in clause 27 of the Procedure endorsed by Cabinet of Ministers Resolution No. 1751 of 27 December 2001.

How to Submit an Application

Eligible mothers can file their paperwork after the child reaches age one. The benefit request must be sent to a Pension Fund of Ukraine office. There are several ways to do this:

  • through a Pension Fund service centre,
  • by post,
  • via an administrator at a Centre for Administrative Services (TSNAP),
  • by contacting an authorised official within a village, settlement, or city council’s executive body for the relevant territorial community.

Applications must include a copy or extract of the employer's order (instruction) showing the mother's return to full-time employment, or a work certificate confirming this fact. The application form for certain categories of state social support was approved by Cabinet of Ministers Resolution No. 765 of 25 June 2025.

This measure aims to make it easier for parents to combine work and caring for small children. It may also boost women's employment rates and encourage childbearing by offering financial assistance during the earliest years. For Ukraine, further development of family-oriented social programs remains a key step toward ensuring supportive conditions for raising children and improving household welfare. The scheme forms part of Ukraine’s broader social-support framework for families with young children.

As the new 'eYasla' benefit framework rolls out, it's essential for working mothers to understand their eligibility, especially in light of recent clarifications regarding full-time employment. For those interested in how this benefit interacts with job commitments, a detailed overview is available in our article on maintaining 'eYasla' eligibility while working full-time.
