Pensions are withheld due to debts: how to check if you have been entered into the register
More and more Ukrainian pensioners are facing a reduction or withholding of part of their payments due to debts or unpaid alimony. The reasons for such situations are open enforcement proceedings regarding debts. The deduction mechanism is provided by the Law of Ukraine 'On Enforcement Proceedings', which ensures the legal basis for such actions.
Every pensioner has the opportunity to check their presence on the debtor list through the online services of the Ministry of Justice. To do this, it is necessary to enter personal data:
- surname
- first name
- patronymic
- date of birth
- identification code
The reduction of the pension is possible only if the person received allowances as a non-working pensioner. It should also be noted that working pensioners are obliged to inform the Pension Fund of Ukraine about their employment.
Limits on Debt Withholding
Important are the withholding limits established for debts. For example, in the case of alimony, the withholding cannot exceed 50% of the pension, while for other debts this limit is no more than 20%.
“The deduction mechanism is directly provided by the Law of Ukraine 'On Enforcement Proceedings'.”

He also noted that “the mere fact of employment is not grounds for reducing the basic amount of the pension.” Thus, it is important for pensioners to be aware of their debts and verification opportunities to avoid unpleasant financial situations.
The situation with the withholding of pensions due to debts emphasizes the importance of financial literacy among pensioners. Given that many of them may be vulnerable to such financial difficulties, timely verification of debt information can help prevent serious financial problems. It is also important that pensioners are informed about their rights and protection mechanisms in case of debts.
