The State of Ukraine's Pension System in Early 2026
According to ХВИЛЯ: As of early 2026, Ukraine has 10.17 million pensioners. The average monthly pension payment is 6,544 hryvnias, marking a 13% increase from the previous year. Despite this overall rise, significant regional disparities and variations in payment amounts persist across the country.
Pensioner Statistics
One-third of pensioners, or 31% (3.15 million people), receive a pension of around 3,250 hryvnias. The proportion of these low payments has decreased over the year from 44% to 35%. Furthermore, one in four pensioners, totaling 2.8 million individuals, continues to work, earning an average of 7,160 hryvnias. Over 82% of pensioners receive their payments through banks.
The breakdown of pensioners by category is as follows:
- 7.4 million people (72.8%) receive an old-age pension.
- Disability pensioners account for nearly 1.5 million (14.7%).
- Survivor's pensions are received by over 703,000 people (6.9%).
- 515,000 Ukrainians (5.1%) receive a pension for long service.
- Social pensions and lifelong judicial maintenance are received by about 56,000 people (less than 1%).
Regarding the distribution by pension size in 2026, elite payments (over 10,000 hryvnias) are received by 1.56 million people (15.4%), with the average in this category being 16,000 hryvnias. The middle class (from 5,000 to 10,000 hryvnias) numbers about 3 million individuals (29.6%), with an average group payment of 6,860 hryvnias. The budget tier (from 4,000 to 5,000 hryvnias) constitutes 20.2%. The poverty line affects 261,000 Ukrainians receiving 2,361 hryvnias, while 63,000 citizens receive less than 2,361 hryvnias.
On a regional level, the highest pensions are recorded in Kyiv, where they amount to almost 9,000 hryvnias. The lowest pensions are observed in the Ternopil region-around 5,000 hryvnias. The fastest-growing payments were in the Rivne region (+24%) and the Volyn region (+20%). The largest concentration of pensioners is in the Dnipropetrovsk region (867,000), while the smallest is in the Kherson region (202,000).
The 13% growth in the average pension indicates positive changes in the social security system. However, regional disparities and the significant portion of pensioners with low payments point to an unsatisfactory level of social protection in Ukraine.
The continued employment of pensioners also underscores the need for additional measures to ensure a decent standard of living for the elderly. While the majority receiving payments via banks suggests stability in the financial system, it raises questions about the accessibility of banking services in remote regions. These figures highlight the ongoing economic challenges faced by retirees in Ukraine, even amid nominal increases.
