The Challenge of Installing Heating Meters in Ukraine
According to ХВИЛЯ: Oleh Popenko, head of the Union of Utility Services Consumers, has raised concerns about significant obstacles in shifting to a system where heating bills are based on meter readings. He stated that over 20% of Ukraine's multi-story residential buildings lack communal heat meters. This affects roughly 30,000 apartment buildings nationwide, with at least 20,000 of these structures critically requiring such equipment. This transition is part of broader energy sector reforms aimed at increasing fairness and efficiency.
Popenko noted that the average cost for a meter, including design and installation, ranges from approximately 150,000 to 200,000 hryvnias. He emphasized that the total funding required to equip the entire country exceeds 4 billion hryvnias.
'I fully support paying according to meter readings, but we have over 20% of buildings without a communal meter,' - Oleh Popenko.
This situation demands an urgent solution, as the lack of meters in a large number of apartment buildings hinders the implementation of fair heating tariffs. Authorities and relevant bodies must find ways to finance and accelerate the process of equipping buildings to ensure equal access to the new accounting systems.
