This plan includes measures aimed at establishing a ceasefire, prisoner exchanges, territorial negotiations, security guarantees, and the reconstruction of the country.
Main Measures of the Plan
Among the main measures provided for in the plan, Russia and Ukraine commit to observing a ceasefire regime in the air, on land, and at sea. For this purpose, Moscow and Kyiv will immediately begin negotiations with the participation of third countries, aimed at monitoring compliance with these conditions. Monitoring of the ceasefire regime will be conducted under the supervision of Ukraine's allies, including the U.S. A mechanism will also be established to allow the parties to submit reports on violations.
The plan also states that Russia will return all displaced children, and the process will be monitored by international partners. The parties will exchange prisoners of war on the formula 'all for all'. Territorial negotiations will be conducted along the current frontline, confirming Ukraine's sovereignty, and no one will force Kyiv to adhere to neutrality.
An important aspect is that Ukraine will receive legally backed security guarantees, including support from the U.S. No restrictions will be imposed on the Armed Forces of Ukraine and the defense industry. A group of European countries will act as security guarantors for Kyiv, and Ukraine's accession to NATO will be possible only with the consent of all alliance members.
Furthermore, the plan provides that Ukraine will join the European Union and is prepared to remain a non-nuclear state, adhering to the Treaty on the Non-Proliferation of Nuclear Weapons. Territorial issues will be discussed with Russia only after a complete ceasefire. Ukraine will also regain control over the Zaporizhzhia Nuclear Power Plant with U.S. participation, receive unobstructed passage through the Dnieper River, and engage in economic cooperation without restrictions.
