Criminal Proceedings Initiated Against Tymofii Milovanov and Ihor Smilianskyi

According to Главком: Police have opened a criminal investigation into former Economy Minister Tymofii Milovanov and Ukrposhta CEO Ihor Smilianskyi for alleged abuse of office. The Shevchenkivskyi district police department in Kyiv is leading the probe, which centers on the collection of additional fees from parcel recipients for transfer to the charitable fund of the Kyiv School of Economics (KSE). This case highlights ongoing scrutiny of financial dealings between state-owned enterprises and private institutions in Ukraine.

Tymofii Milovanov, who served as Economy Minister, is also the President of the Kyiv School of Economics. Ihor Smilianskyi, the Director General of Ukrposhta, is named in the case along with officials from Ukrposhta JSC and the KSE charitable fund. The pre-trial investigation is being conducted by the investigative department of the Shevchenkivskyi district police.

Investigation Details

The investigation was launched concerning an abuse of power for illicit gain through the imposition of an extra charge on parcel recipients. It is known that Ukrposhta transfers 1 hryvnia from each parcel to the account of the KSE charitable fund. MP Oleksii Honcharenko, who disclosed the opening of the proceedings, stated that the State Audit Service should examine the fund's expenditure of these monies.

Oleksii Honcharenko: 'This is about Ukrposhta sending funds from every parcel to Milovanov's Fund. An investigation must now take place. We eagerly await the results. How, how much, and where funds from a Ukrainian state company were sent to Milovanov's private charitable fund.'

Separately, Ihor Smilianskyi has filed an official complaint with Ukraine's National Anti-Corruption Bureau (NABU) regarding the activities of Oleksii Honcharenko. Police confirmed that 'the investigative department of the Shevchenkivskyi district police is conducting a pre-trial investigation in a separate criminal proceeding, initiated based on the information outlined in your parliamentary inquiry, regarding the fact of abuse of office by certain officials of the mentioned organizations for the purpose of obtaining unlawful benefit by collecting an additional fee from parcel recipients during payment for delivery services.'

The situation surrounding Ukrposhta and the KSE fund underscores the critical need for transparency in financial relationships between state enterprises and private foundations. The outcome of this investigation could have significant implications not only for those involved but also for public trust in state structures and charitable organizations. The subsequent actions of law enforcement will determine whether any offenses were committed and what sanctions may be applied.
