Poland Signs Landmark SAFE Credit Agreement
According to Главком: Poland is set to become the first European Union member to sign a credit agreement under the SAFE defense initiative, unlocking nearly €44 billion to bolster its military and defense-industrial base. Polish Defense Minister Władysław Kosiniak-Kamysz confirmed the development. The signing ceremony is scheduled for this Friday in Warsaw, following the European Commission's approval of Poland's application-the first such endorsement under the program.
Under the terms of the deal, Poland will receive a total of €43.7 billion, with an initial tranche of approximately €6.5 billion expected to arrive in May 2026. The Polish government plans to channel 89% of the funding into domestic industry and the national economy. EU Commissioners Piotr Serafin and Andrius Kubilius will sign on behalf of the European Commission, while Poland's defense and finance ministers will represent the Polish side. The funds will be managed by BGK bank for the Armed Forces Support Fund.
Understanding the SAFE Program and Its Impact
Launched by the European Commission in spring 2025, the SAFE program has a total budget of €150 billion. It relies on joint borrowing to provide loans to EU countries and strategic partners, including Ukraine. The EU gave final approval for SAFE's launch at the end of May. A key condition of the loans is localization: at least 65% of components must be manufactured in the EU, Ukraine, or EEA/EFTA countries. Eighteen more EU nations are expected to sign similar SAFE agreements, with Lithuania next in line after Poland.
Priority areas for spending include:
- executing the large-scale 'Eastern Shield' border fortification project,
- developing and procuring anti-drone systems,
- strengthening air defense and artillery capabilities,
- modernizing military transport infrastructure.
The SAFE program will focus on producing air defense systems, drones, and ammunition. France and Hungary are also set to receive €16.2 billion each under this initiative.
Signing this agreement could significantly enhance Poland's defense capabilities, especially given the current geopolitical landscape in Europe.
Strengthening the armed forces and investing in domestic industry may also boost the country's economy, creating new jobs and fostering technological advancement. The SAFE program, designed to support EU members' defense capacities, highlights the growing collaboration among European states in security and defense. In a related initiative, the country has launched a comprehensive civil defense drill aimed at equipping 38 million residents with essential skills for wartime scenarios.
