2025 Asset Declaration Campaign Concludes

According to НАЗК: The 2025 asset declaration campaign, which concluded on March 31, saw more than 634,000 Ukrainian public officials submit their financial disclosures. The National Agency on Corruption Prevention (NAZK) provided support to filers, and all submitted declarations will now be scrutinized using a risk assessment system. This annual process is a cornerstone of Ukraine's post-2014 anti-corruption reforms.

Regional Breakdown of Filings

Declarations were submitted from every region of Ukraine. The highest number came from officials in Kyiv and the northern oblasts, totaling 183,000 filings. Western regions submitted 172,000 declarations, central regions 150,000, southern regions 84,000, and eastern regions 45,000.

The filing dynamics revealed a significant surge as the deadline approached. Approximately 20,000 declarations were submitted in January, nearly 153,000 in February, and over 461,000 in March. During the final two weeks of March, an average of over 18,000 declarations were filed per working day. Earlier in the month, the daily average was about 13,500 on weekdays and around 8,000 on weekends. March 31 alone saw over 15,600 submissions, while March 30 set a record with nearly 24,000 declarations filed.

More than 318,500 declarants utilized the 'Data for Declaration' reference service. From 2021 to 2025, this service has been accessed over 1.163 million times. Specialists at the NAZK contact center provided over 32,000 consultations, with more than 21,900 delivered by phone and 10,200 through other communication channels.

Public officials who discover errors have a 30-day window from the original submission date to file a corrected declaration. The electronic declaration system has now been operational for a decade. NAZK Head Viktor Pavlushchik emphasized:

'Financial control is one of the key mechanisms for building public trust in the state, as well as an important element of prevention. NAZK's task is to make the system as accurate and user-friendly as possible for declarants, while simultaneously effective in identifying genuine risks and violations.'

A breakdown of the submitted declarations includes:

  • 137 from top-tier officials of ministries;
  • over 46,700 from officials in categories 'A' and 'B';
  • more than 4,800 from judges;
  • 20,200 from prosecutors, investigators, and inquiry officers;
  • over 110,000 from representatives of local self-government bodies.

This declaration campaign represents a critical step in ensuring transparency and accountability among Ukraine's public officials. The high filing activity indicates a growing awareness among officials regarding financial oversight and the necessity of adhering to public disclosure standards. The subsequent risk-based verification of these declarations will help identify potential violations, thereby strengthening anti-corruption mechanisms within the state sector.
