According to ХВИЛЯ: Oleh Popenko, head of the Consumers Union of Utility Services, has issued a warning about a mechanism that switches consumers to standardized utility rates if they miss their scheduled meter inspection deadlines. This system automatically charges customers based on an estimated average or a fixed norm, rather than their actual usage, leading to a significant spike in monthly bills. This practice is particularly impactful in Ukraine, where utility costs are a major household expense.

The Price Difference: Metered vs. Estimated Billing

The requirement for periodic meter inspections every few years is not standard practice across Europe. Using heating as an example, Popenko explained that the cost per square meter with a verified meter is about 30 hryvnias, while the standardized rate can be as high as 50 hryvnias. Consequently, missing an inspection deadline could result in a bill that is over a thousand hryvnias higher than usual.

If you have missed the deadline for submitting your meter readings, there is one way to potentially avoid overpayments. You must take a clear photograph of your meter's current reading, send it to your service provider, and file an official request for a bill recalculation. Oleh Popenko further emphasized the legal basis for these charges:

'So you are essentially paying an extra 1000 UAH if you haven't had your meter inspected. And this is written into law; it's not just a rule they made up for themselves. In this situation, there's nothing to be done except to remain constantly vigilant.' Oleh Popenko
