The President of Russia acknowledged that this document has not been discussed with Ukraine, stating that 'this text is not being discussed with us in substance'. He also claims that this document could serve as a basis for the final peace settlement.
The plan, according to Putin, is a 'modernized version' of the document that was discussed before the Trump-Putin summit in August. The full text of the 28-point document became known on November 20. According to the information, the plan includes:
- Constitutional enshrinement of Ukraine's refusal from NATO;
- Limiting the army to 600 thousand;
- Non-nuclear status.
The deadline for signing the agreement, set by Trump, is November 27. However, key elements of the plan have been rejected by Germany, France, and Britain. Putin, for his part, expressed 'readiness for peace negotiations', emphasizing that Russia is open to dialogue, despite the lack of discussion of the document with the Ukrainian side.
The Complexity of International Negotiations
This situation underscores the complexity of international negotiations regarding the settlement of the conflict in Ukraine, as key members of the European Union have already expressed their dissatisfaction with some points of the plan.
