Statement by Vladimir Putin on the American plan for Ukraine
Vladimir Putin stated the possibility of using the 28-point American plan for future agreements regarding Ukraine at a press conference held on November 27 after his visit to Kyrgyzstan. Putin noted that these 28 points can be divided into four components. He also emphasized that to cease hostilities, the Armed Forces of Ukraine (AFU) need to leave the occupied territories.
Negotiations with the American delegation
At the press conference, Putin announced that the American delegation is expected to arrive in Moscow next week. Among the Russian negotiators will be Vladimir Medinsky and Yuri Ushakov. He noted that the United States has abandoned the strict deadline mentioned earlier on November 27, adding that Secretary of State Marco Rubio has indicated significant flexibility in the timelines.
Putin also pointed out that Ukraine has agreed with the main provisions of the plan. He expressed the opinion that 'all this has been conveyed to us, overall we agree that this can be the basis for future agreements.' In the context of these statements, the President of Russia said that 'if the AFU withdraw from the territories they occupy, then the hostilities will cease.'

These statements by Putin indicate an attempt to find a political exit from the conflict in Ukraine through negotiations with the US.
