Overhaul of Financial Compensation for Police and Civil Protection Personnel

According to Главком: On June 10, Ukraine's Verkhovna Rada passed the law "On Amendments to Certain Legislative Acts of Ukraine Regarding the Modernization of Financial Support." This legislation introduces changes to the pay structure for police officers and civil protection service members, establishing a minimum compensation floor of no less than ten times the subsistence minimum for able-bodied individuals as of January 1 of each calendar year. The new terms will take effect on January 1, 2027.

Under the approved law, the financial compensation for police officers and rank-and-file and commanding staff of the civil protection service comprises several components:

  • Base salary for the position
  • Salary based on special rank
  • Seniority bonus
  • Bonuses
  • Other forms of financial support as defined by the Cabinet of Ministers of Ukraine
"The adopted law stipulates that the financial compensation for police officers and rank-and-file and commanding staff of the civil protection service must ensure sufficient material conditions for the proper execution of their duties, considering the nature, intensity, and danger of the work. It aims to attract qualified personnel, encourage high performance in service, and compensate for the physical and intellectual efforts of police employees and civil protection staff," according to the website of the Verkhovna Rada of Ukraine.

A total of 269 lawmakers voted in favor of the legislation. Additionally, the Rada passed law No. 15224, which amends the state budget for 2026, with 242 votes in support. These legislative changes are designed to improve working conditions and material support for law enforcement and civil protection personnel in Ukraine.

This law marks a significant step toward enhancing the social status and financial security of Ukrainian law enforcement officers. By setting a minimum compensation level, it may encourage the recruitment of skilled professionals and boost motivation among current employees. The accompanying budget adjustments further underscore the government's commitment to funding such initiatives.

In light of the recent legislative changes for police officers, it's essential to note that the Ukrainian military is also set to benefit from improved financial support. As announced by Commander-in-Chief Syrskyi, the military will receive a minimum salary of 30,000 Hryvnias, reflecting the government's commitment to enhancing the welfare of its defense personnel.
