Russia's Reported Plans for Ukrainian Buffer Zones

According to Главком: According to Pavlo Palisa, Deputy Head of the President's Office, Russian military planning documents indicate intentions to establish so-called 'buffer zones' in several Ukrainian regions. These plans, reportedly seen for the first time, include the Vinnytsia oblast from the direction of the unrecognized breakaway region of Transnistria in Moldova. Palisa urged against panic, however, stating that Russia currently lacks the necessary forces in the area to execute this specific plan.

Russia's Primary Military Focus for 2024

Russia's main military efforts in 2024 are concentrated on the Donbas, where its command aims to push up to 20 kilometers deeper into the Sumy and Kharkiv oblasts. Concurrently, there are intentions to develop operations in the southern theater.

"And, under conditions favorable to them, they will also develop and build up efforts in the Southern direction – this is the Orikhiv (Alexandrovsk) and the entire Zaporizhzhia direction." - Pavlo Palisa

Beyond Vinnytsia, Russia's alleged buffer zone plans reportedly target:

  • Kharkiv oblast
  • Sumy oblast
  • Chernihiv oblast

The plans also cite intentions to capture Zaporizhzhia and Kherson regions. In the long term, Russia aims to occupy Mykolaiv and Odesa oblasts. It is important to note that over the past month, the Ukrainian army has reportedly regained control over more territory than the enemy has seized, signaling a shift in the regional military dynamic. This development comes as Ukraine continues to receive critical military aid from Western partners to bolster its defenses.

These statements suggest that Russia's overarching war aims remain expansive and aggressive. However, the recent battlefield successes of Ukrainian forces indicate the situation is fluid. Monitoring these developments is crucial, as they will influence the future military strategy of both nations in this ongoing conflict.

In light of these developments, it's essential to examine how Russia's strategy may unfold in other regions, particularly in the context of its identified potential attack zones. Recent reports indicate that the Sumy and Kharkiv areas are also targeted for creating a so-called 'buffer strip', with twelve specific locations noted for possible military operations. Understanding these plans can provide further insight into the broader implications for the conflict and regional stability. For more details, see our article on Russia's identified attack zones.
