Over 850,000 Tons of Ukrainian Grain Stolen by Russia's Shadow Fleet: Kyiv Prepares Fresh Sanctions
The Grain Theft Crisis
According to Главком: Between January and April 2026, 25 vessels belonging to Russia's covert grain fleet completed roughly 50 voyages from occupied Ukrainian ports to third countries. These trips resulted in the export of more than 850,000 metric tons of grain. Over half of this total came from the port of Sevastopol, while 13% was shipped from the ports of Mariupol and Berdyansk.
In response, Ukraine is moving to impose new sanctions on companies and individuals involved in stealing its grain. Foreign Minister Andrii Sybiha stressed that his country carries a painful historical memory tied to grain theft, particularly during the Holodomor famine.

Sybiha also highlighted that Ukraine possesses detailed intelligence on the ships, firms, and owners participating in these operations. “We see how Russia tries to evade accountability by disabling transponders, falsifying coordinates, and transferring cargo between vessels to conceal the illegal sale of stolen Ukrainian grain. This will not go unnoticed,” he added.
Ukraine's Countermeasures Against Russia's Shadow Grain Fleet
Ukraine intends to ramp up efforts against Russia's covert grain fleet by pushing for new sanctions through the European Union, the G7, and other jurisdictions. Citing IMO Assembly Resolution A.1183(33), adopted on December 4, 2023, Ukraine will continue working with international partners to update relevant lists and ensure targeted, stringent restrictions on those involved in the unlawful export of its grain.
This situation underscores the severity of the illegal grain export problem, which carries both economic and political weight. Maintaining global attention on the issue is critical for Ukraine, as restoring justice in this area could have far-reaching effects on worldwide food security and regional stability.
