According to Главком: An investigation by Bihus.Info has uncovered significant discrepancies between the assets declared by Taras Tkach, the head of the Rivne Nuclear Power Plant (NPP), and the substantial property registered in his parents' names. Tkach, who was appointed to lead the plant in 2024, is also a person of interest in the 'Midas' corruption case and the so-called 'Mindich tapes'. His official declaration lists only an old apartment in the Pozniaky district of Kyiv, a Mitsubishi Outlander, and a plot of land in the village of Khodosivka near Kyiv, purchased in 2020.

Assets of Taras Tkach

The land plot in Khodosivka is located within the upscale 'Obrii Family Club' cottage community, where house prices started at over 11 million Ukrainian hryvnias at the time of purchase. Between 2022 and 2025, Tkach's parents were registered as the owners of a 160-square-meter apartment in the 'Time' residential complex and two parking spaces. This apartment was sold just weeks before public actions by Ukraine's National Anti-Corruption Bureau (NABU) and Specialized Anti-Corruption Prosecutor's Office (SAP) in the 'Midas' case. In 2021, a BMW X6 was registered to Tkach's mother, which was replaced in 2025 by a BMW X7 xDrive40d. The market value of a BMW X6 is approximately $80,000 USD, while the BMW X7 xDrive40d is valued at over $140,000 USD.

Taras Tkach asserts that 'all the property belongs to his parents and was purchased with their funds'.

He also stated that he 'does not know the exact size of the house and cannot name the total construction costs, as payments were made in stages'. Furthermore, Tkach reported that the property is not yet in use due to legal seizures on the land and incomplete construction.

It is noted that Tkach's parents worked on the construction of a nuclear power plant in India after their retirement, and Tkach provided a tax document confirming his father's annual salary under that contract. Timur Mindich, another figure in the 'Midas' case, has declared his readiness to come to Ukraine and 'go to prison' if the court grants him 'honest bail'.

The Bihus.Info investigation underscores the critical need for transparency in asset declarations by public officials, especially those in key positions within state infrastructure. Such discrepancies raise serious questions about the ethics and legality of Tkach's conduct and can undermine public trust in state institutions. This case highlights ongoing challenges with corruption and accountability in Ukraine's energy sector, which is of strategic national importance. The situation surrounding Taras Tkach could have significant consequences for his career and the future operations of the Rivne NPP.
